Towson residents will have a new destination for medical care when the University of Maryland Medical System opens a planned $110 million outpatient center on the University of Maryland St. Joseph Medical Center campus.

UMMS will hold a groundbreaking ceremony Friday, October 30, at 8:30 a.m. at the campus, located at 7601 Osler Drive.

The approximately 112,000-square-foot University of Maryland Center for Outpatient Care will occupy a former surface parking lot. Plans include 340 parking spaces and two separate outpatient surgery centers, with room to expand as patient volumes and community needs grow.

Scheduled to welcome patients in spring 2028, the facility is planned to accommodate approximately 250,000 visits annually, according to UMMS.

For local patients, the project will bring multiple types of care together on one campus, including surgical, specialty, rehabilitation and primary care services. It also reflects a broader shift toward providing treatments outside traditional hospital settings.

“Advances in medicine mean more hospital-based procedures and treatments once delivered in hospitals can now be provided in outpatient settings,” said Mohan Suntha, MD, MBA, president and chief executive officer of UMMS.

“This allows for management of care proactively outside of hospital walls, preventing unnecessary hospitalizations and reducing the total cost of care.”

The building will use a construction approach known as “tilt-up” concrete construction. UMMS previously used the method for its Logistics Operations Center in Sparrows Point, making the Towson facility the system’s second project built using that approach.

The groundbreaking marks an early milestone in a project intended to expand access to outpatient services for Towson and surrounding communities. Patients are expected to begin using the center in roughly a year and a half.
